First Foundation contributors
The first eleven reference contributors plus two initial developer profiles form the current launch cohort. Their default cards show capability, not identity. They will also help build the open GitHub work, courses, SOPs, evidence models and trainer pathways they are qualified to contribute to.

Integrity is part of the credential
A member may declare capabilities, but only the authorized issuer can move proof states to demonstrated, contributed or authorized.
Report → review → evidence check → suspend/revoke M5 credential or GitHub binding when confirmed. GitHub itself controls the GitHub account.
Corrections, appeals, re-verification, purpose-limited disclosure and audit history belong in the governance model.
